Page 2
Other potential sources may exist at times on a temporary basis and
the contingency plan, covered later, will be used at those
locations as well.
The fuel farm at the Edna Mine lies just northeast of the shop
facilities along the Moffat haul road. The current facilities
consist of two underground diesel tanks (20,000 gallons each).
These tanks are fitted with automatic leak detection probes
and are in compliance with current EPA standards for
underground storage tanks. In the same area is an above
ground 10,000 gallon unleaded gasoline tank. This tank is
surrounded by a containment berm capable of containing the
entire volume of the tank.
The storage tank for the stoker oil at the tipple is a 4000
gallon tank elevated in the superstructure of the stoker load
bins. The containment for this tank consists of a metal
vessel immediately below the tank on the ground. The capacity
of this vessel is estimated at 7,750 gallons.
The bulk oil storage for the mine is located in the main shop
building. These bulk tanks are built in such a matter that if
a leak were to develop the material would drain to the
collection site for the mine's waste oil tank. The bulk
system consists of six 500 gallon oil tanks and two 500 gallon
antifreeze tanks.
The mine's oil storage dock is located immediately to the west
of the shop building. Estimated maximum amounts of material
on this dock would be forty 50 gallon drums of material
including oil, grease, solvent, windshield washer fluid and
alcohol. The mine is currently modifying this area to
incorporate a containment berm on the downhill side of the oil
dock that would catch any material from damaged or spilled
drums on the dock.
The waste oil tank is located south of the shop building.
This is a 4,000 gallon tank surrounded by a containment berm
able to hold the full contents of the tank plus the contents
of the bulk oil storage tanks located in the shop building.
SPILL CONTAINMENT AND CLEAN UP PLAN:
In the event of a spill at the mine the following general procedure
will be used to contain and remove the spilled material. The first
priority is to contain the spilled material to the smallest area
possible. This will be accomplished by building earthen berms with
mine equipment or using booms and sorbent materials stored at the
mine. The storage locations for these materials are in the shop
warehouse area and the old pump shed in the tipple area. Secondary
containment is considered to be the facilities listed above at the
major storage locations listed. If the material were to escape
