Subject: Compliance Inspection of an Industrial Wastewater Treatment Facility;
(CDPS No. COG-850042) Oakridge Energy, lnc. -Carbon Junction Mine,
La Plata County, Colorado
Dear Ms. Pautsky:
This letter serves to report the results of the compliance inspection conducted by the Technical
Services Unit of the Water Quality Control Division ("WOCD") on the Oakridge Energy, Inc. -Carbon
Junction Mine on June 24, 2004. The assistance of Mr. Michael Savage (Savage and Savage,
Windsor, Colorado) and Ms. Marcia Talvitie (Four Corners Materials, Durango, Colorado) was very
helpful and greatly appreciated. 1 have enclosed a copy of the inspection report for your records.
VIOLATIONS
During the inspection, the violations were noted and need to be brought to your attention:
Part I, D., 2. (Reporting - Stormwater Annual Report) of your discharge permit requires the
submittal pf an Annual Report covering January 1 through December 31 of each year. The
Annual Report is due to the WOCD-Denver-Permits Unit on or before February 15 of each
year. There was no record of a Stormwater Annual Report for the Year covering 2003.
Please review your discharge permit and submit the 2003 Stormwater Annual Report as
required.
2. Part I, D., 6. (Flow Measuring Device) of your discharge permit requires the installation of
"flow monitoring devices" at all designated discharge points. There was no flow measuring
device at the discharge point for Sediment Pond # 2. There was no flow measuring_device
at the discharge paint for Sediment Pond # 1.
` Please review your permit. Please design ahd install "flow measuring devices"; which are
accurate within ten (10) percent of the actual flow, at all designated discharge points.
This letter is your not cation that the conditions at your facility as listed above constitute violations of
your industrial wastewater discharge permit (# COG-850042). Please-provide a written response
addressing the issues listed above on or before August 13, 2004. response must outline the
course of action that has or will lie taken and the date by which you pro dse to bring your facility into
compliance.
