Sandra Pautsky, Oakridge Energy, Inc. -Carbon Junction Mine <br />Compliance inspection of wastewater treatment facility <br />June 30, 2004 Page 2 of 3 <br />PERMIT ISSUES <br />These items may assist the WQCD to provide clarification for an amendment to the current discharge <br />permit. During the inspection, we observed the following conditions that are not accurately <br />represented in your current discharge permit. <br />In a cover letter dated November 3, 2003, Savage and Savage (on behalf of Oakridge <br />Energy, Inc.) submitted to the WQCD-Denver-Permits Unit a Permit Amendment Request <br />for the Carbon Junction Mine. Please refer to this Submittal package for details. <br />COMMENTS <br />The 1993 Stormwater Management Plan needs to be up-dated to reflect current conditions <br />at the Carbon Junction Mine site, the current contact persons (both focal and elsewhere), <br />the current responsibilities of each person or organization, and a clear understanding of <br />who does what during a storm event. <br />Please up-date the existing 1993 Stormwater Management Plan to reflect current conditions <br />and responsibilities. <br />2. The Oakridge Energy -Carbon Junction Mine is an inactive coal mine. The Carbon <br />Junction Mine is underpost-mining remediation and is covered under the Colorado Division <br />of Minerals and Geology permit number C-92-080. The industrial wastewater discharge <br />permit (#COG-850042) is for stormwater (surface water) management only. <br />3. To the best of the knowledge of the representatives from Savage and Savage and Four <br />Corners Materials, no known discharges have occurred from either Sediment Pond # 2 or <br />Sediment Pond # 1. During the time of the inspection, there was no visible water in Pond # <br />2 or Pond # 1. During the time of the inspection, there was no discharge from either Pond <br /># 2 or Pond # 1. <br />4.
