This application cannot be approved until the following issues are adequately <br />addressed. Please submit a response to the following issues no later than April 30, 2001 so the <br />decision due date of May 14, 2001 can be met. If you cannot respond by April 30, 2001, Please <br />submit a written request for extension of the decision date. If your response, or an extension <br />request, are not received by April 30, 2001 this application may be denied. <br />ADEQUACY ISSUES <br />1 . Please ensure that all Exhibit C maps comply with the requirements of Rule 6.2.1 l2). <br />2. Please revise Exhibit C, section 2g) to show that San Miguel County is owner of the County <br />Road which is considered to be a permanent manmade structure that is located within 200 <br />feet of the proposed affected area boundary. <br />3. The requirements of Rule 6.4 must be addressed with detailed specifics of the mining <br />operation, not general information relating to BLM regulations. For example, DMG has no idea <br />what the construction standards of the BLM "Gold Book" are, so this statement addressing <br />erosion mitigation measures does not adequately address DMG requirements regarding this <br />issue. Please state specifically haw erosion will be controlled and provide details of <br />construction of any structures that will be installed for this purpose. <br />4. Considering the proposed phasing of the mining plan, please revise Exhibit D to describe how <br />the 3:1 slope will be created during mining and maintained from phase to phase. <br />5. Please Revise Exhibit D to indicate how the mining operation will be conducted when in the <br />vicinity of the creek with excavation operations being conducted below the level of the creek <br />bed. <br />6. Topsoil and overburden will need to be salvaged and stockpiled separately. Please revise <br />Exhibit D to specify how the floor of Phase 1 will be shaped to provide for a stable storage <br />place for the topsoil and overburden stockpiles. Also, indicate how the stockpiles will be <br />
