If one single, unbenched, highwall is to be utilized for <br />excavation, please provide the proposed maximum dimensions of this highwall. <br />9. It is not clear in Exhibit D or E whether or not the reclamation will take place concurrently with <br />mining, or if reclamation will only be conducted after mining is completed. Please clarify this <br />issue. <br />1Q.Please revise Exhibit E to indicate that all available overburden will be replaced at a depth of <br />four to six inches and that topsoil will then be replaced over the overburden at a depth of two <br />to four inches. Highly erodible slopes that can be stabilized by revegetation should receive <br />priority for soil replacement with remaining soils placed on flatter areas above the high water <br />line of the pond. Any erodible areas that cannot be stabilized by vegetation should be armored <br />with riprap constructed of adequately sized waste rock. <br />11 .Please revise Exhibit E to indicate where and how excess waste rock will be reclaimed. <br />12. Please revise Exhibit E to specify the revegetation plan specifics, including season of the year, <br />soil tilling, a specific seed mix with application method and application rates, mulch type with <br />application methods and rates, any proposed tree and/or shrub planting. <br />1 3. Please revise Exhibit F to specify if the pit will intercept the small drainage on the south end of <br />the site. Please ensure the reclamation plan map properly illustrates this part of the proposed <br />reclaimed pit. <br />14.Please revise Exhibit G to specify what measures will 6e taken to minimize offsite impacts and <br />impacts to the hydrologic balance due to runoff from affected areas. <br />15.The application indicates that water may be required for dust control. Please revise Exhibit G <br />to indicate where this water will be obtained, if needed. <br />16.Upon receipt of the response to this adequacy review DMG will calculate a reclamation cost <br />estimate for this proposed operation. <br />17.H and H Stone may need to contact the Army Corps of Engineers regarding possible discharge <br />of materials into the Waters of the U.S. and how to avoid this potential problem during soil <br />stripping, rock mining, and reclamation operations. Exhibit M may need to be modified to <br />include a permit from the Corps of Engineers. <br />1 8.The Colorado Department of Public Health and Environment may require an emissions permit, <br />a discharge permit, and a stormwater permit for this operation. Please contact that <br />department regarding the potential need for these permits and revise Exhibit M accordingly. <br />
