III IIIIIIIIIIIIIIII <br />sss <br />RULE 2: PERMITS <br /> <br />2.01 PERMITS - GENERAL REQUIREMENTS <br />2.01.1 Scope <br />Doc Date:12H 112001 <br />Rule 2 establishes the minimum general requirements for permits <br />required to commence or continue underground coal mining and reclamation <br />operations. This section of the permit will indicate how Western Slope <br />Carbon, Inc. (WSC) has satisfied these requirements. The objectives of <br />Rule 2 are to insure that all operators make timely application for permits <br />and that all underground coal mining and reclamation operations are con- <br />ducted only under permits issued in accordance with the requirements of the <br />Act and these Rules. <br />• <br />2.01.2 General Requirements for Existing Operations <br />Not later than two months following the date of approval of the Colo- <br />rado regulatory program by the Secretary and publication in the Federal <br />Register, all operators who are conducting and intend to conduct surface <br />coal mining operations eight months after such approval shall file an <br />application for a permit with the Division for such operations. This <br />application is in compliance with this time schedule. The application <br />complies with all applicable provisions of Rules 2 and 4. With regard to <br />the requirements of 2.05.6(3)(b)(iv), the application is considered filed <br />since it contains all applicable hydrologic information reasonably avail- <br />able to the applicant as of the date of the application. <br /> <br />2.01-1 <br />
