Lang <br />Re: Technical Review, Tallahassee Pit Permit Application, File No. M-99- 003 Director <br />Dear Mr. Barnhatt: <br />The Division completed a technical review of the referenced permit application. In order [o comply with <br />the minimum requirements of the Act and/or [he Rules and Regulations the following issues must <br />addressed: <br />1) Paragraph I0, page 2 of the application form stipulates that the proposed post-mining land use will <br />be residential. However, the applicant proposes to revegetate the disturbed lands so, therefore, the <br />release of reclamation responsibility criteria will be based on the success or failure of revegetation <br />efforts. Rangeland conditions would be expected since the surrounding undisturbed lands are <br />primarily rangeland. If this is an accurate statement please so indicate in your response. <br />2) Exhibit A -the permit area does no[ include any acreage in U. S. Goverrunent Lot 5 so please <br />remove this statement from the legal description and submit a revised Exhibit A. <br />3) Exhibit $ -just a reminder that the permit will have to be amended (via a technical revision) if the <br />SWMP includes retention or diversion structures. <br />4) Exhibit C - (b) -plant growth medium stockpiles must be located separate from other stockpiles, <br />out of the way of mine traffic and out of stream channels or drainageways. You slate that topsoil <br />will be stockpiled on the pit perimeters. However, you do not show the location(s) of the <br />stockpile(s) on Exhibit E map, as required. Please revise the map to show the location(s) of the <br />topsoil stockpile(s). <br />Exhibit C - (c) -the location of any overburden stockpiles or waste rock fills must be shown on <br />Exhibit E map, in addition, the topsoil and overburden stockpiles need to be adequately marked. <br />Exhibit C- (d) -will the solid gneiss or granite outcrops have to be blasted? <br />Exhibit C - (f)(2) -will the highwalls be mined at the proposed 1 1/2: I gradient or will the <br />highwalls be graded to a final 1 1/2: i gradient at the conclusion of mining activities? <br />Exhibit C - (g) - is there a need to significantly improve the existing access road in order to <br />ingress and egress the permit area? [f so, the road must be included in the permit area. <br />5) Exhibit D - b -provide sufficient data to justify highwall slopes sleeper than 3: I. Pursuant to Rule <br />
