Hwy 119
Longmont, Colorado 80504
April 17, 2001
Mr. Carl Mount
Senior Environmental Protection Specialist
Division of Minerals and Geology
Department of Natural Resources
State of Colorado
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Fredstrom Resource (File # M-2001-016)
Dear Mr. Mount;
.;..
A°F. 2'± 't~~~~1
Oivisian of Minerals and Geologp
The City of Longmont is submitting the following comments regarding the MLRB 1 12 Permit plans prepared
by Rocky Mountain Consultants for Fredstrom Resources:
Parks /Recreation Division
The City of Longmont has been working on the St. Vrain Greenway trail corridor plan since it's adoption in
1993. Since the time of its original adoption by City Council, 3 miles of the 10 mile trail corridor have been
constructed. We have also been working on an update of the eastern Masterplan limits for the last year.
Although we have not included an update on the western corridor limits in this current process, that work will
occur in [he next several years. Until that time, we will rely on the professional consulting work and public
comment that resulted in the original St. Vrain Greenway Masterplan document.
The St. Vrain Greenway Masterplan indicates a trail alignment on the south side of the St. Vrain river with
a bridge crossing just east of N. 75'" Street to a secondary trail linkage to the Boulder County Open Space at
Pella Crossing. [n the past, the applicant has indicated a preference for the trail to be placed north of the St.
Vrain. A past mining permit for this property indicated that some dikes would be lowered to allow flooding.
The anticipated frequency and extent of the flooding could affect the location of trails along the river.
Additionally, endangered and threatened species presence could also affect that trail location.
The application does not show trail locations. Since a reclamation plan looks towards end use recreational
opportunities and land uses, it is appropriate to include trail alignments in at least a conceptual form,
especially if the applicant intends for an alignment other than what is currently planned as part of the St.
Vrain Greenway Masterplan.
The City requests that futher study and coordination be done for the portions of the reclamation plan that is
contrary to the planning that has been dome as part of the St. Vrain Greenway Masterplan. The City continues
to be willing to work with Boulder County, the Mining operator and landowners to look at options for
locating the trail that meet all concerns and consider revisions to the St. Vrain Greenway Masterplan if
necessary. However, we would not want [he approval of this application to prematurely limit opportunities
