~ S I~ <br />4.16.1 GENERAL <br />Doc Date:12/11/2001 1 <br />4.16 POST-MINING LAND USE <br />iii~ii~ii-iii-ii~ii <br />As detailed in Section 2.04.3, Site Description and Land Use, and <br />illustrated by the Mine and Loadout Area Land Use Map, (Map 4), pre- <br />mining land uses for both the Southfield mine and loadout areas were <br />rangeland, mining, and wildlife habitat. Implementation of the <br />reclamation plans presented in Section 2.05.4, Reclamation Plan, will <br />result in a post-mining configuration and productive self-sustaining <br />vegetative community capable of effectively supporting rangeland and <br />wildlife land uses on mine disturbance areas. <br />4.16.2 DETERMINING POST-MINING USE OF LAND <br />Proposed post-mining land uses were determined on the basis of both pre- <br />• mining uses and evaluation of land use capabilities. Pre-mining land uses <br />for the Southfield mine area were rangeland, mining, and wildlife habitat. <br />However, mining use of this area occurred as early as 1860 and has <br />extended to the present. Land use patterns for the Southfield mine area <br />. have not changed significantly over the past forty years, with the <br />dominant land uses of mining for disturbed areas and rangeland and <br />wildlife habitat for undisturbed areas. EFCI plans to restore all areas <br />effected by mining and related operations to the historical pre-mining <br />land uses of rangeland and wildlife habitat. In addition to being <br />consistent with historical pre-mining land uses, planned post-mining land <br />uses are compatible with both land use patterns for adjacent lands and <br />Federal and local land management plans and zoning. <br />The pre-mining land use of the Southfield loadout area was rangeland and <br />wildlife habitat. However, with construction of the loadout facilities <br />the land use designation was changed to industrial/commercial. Upon <br />completion of all coal production operations and removal of loadout <br />. facilities, EFCI will reclaim the loadout area to post-mining land uses <br />consistent with the historical pre-mining uses. <br />4.16-1 <br />
