Rade Ore11 of Perma Resources, Inc., has indicated to me that traffic
is stopped on Colorado Highway 151 adjoining the mining site, prior
to detonation of explosives within the pit. I have modified the
"Explosives" section of my original draft findings, based upon the
assumption that the company r/i11 amend the appropriate portions of the
application to clearly state that practice.
In response to the draft findings for the "Backfilling and Grading"
section of the Fartinez Strip Findings Document, which I have forwarded
to you on July 9, 1982, Chimney Rock Coal Company has submitted an amended
overburden sc/ell projection for the fartinez Strip. This analysis, based
upon lithologic drilling data projects an intrinsic overburden/interburden
swell factor of 39.7%s, in comparison to their earlier survey-based
projection of 33`x. I have reviewed the analysis and find it to be acceptable.
Therefore, I have appropriately amended the "Backfilling and Grading" section
of my original draft findings.
In addition, I visited the Martinez Strip permit area on Tuesday, July 13,
in the company of 7.1i ke Savage, Roy Cox anc7 Rich Domin gue of our staff and
Rade Ore:2 of Perma Resources, Inc. During that partial inspection of the
site, I observed the ground water flow conditions existing in the lowest
portion of the pit. Based upon my observations, I have also made additional
amendments to the original "Backfilling and Grading" section of the
Findings Document.
in amending that portion of the "Backfilling and Grading" section which refers
to verification of the overburden/interburden se/e11 factors and bulking factors,
I have anticipated the submission of an acceptably amended post-mining topo-
graphic plan for the Martinez Strip. Please forward that plan to my attention
upon its arrival. Zf the plan is not forthcoming in an acceptable form, we
mill have to amend the Findings Document appropriately.
