<br />Amended Draft Findings <br />XVI: Explosives (2.05,3(6)) <br />The notification, pre-blasting survey, recording and signing aspects of the <br />blasting plan are in conformance with our regulatory requirements. The <br />blast loading limitations tabulated on Table 18, entitled "Blasting Alternative", <br />are in compliance with the standard equation contained within Rule ;. 08.4(20)(b)(i). <br />Colorado State Hiyhway 151 lies in close proximity to the projected pit boundaries. <br />In order to assure conformance with the requirements of Rule 4.08.4(5), <br />regarding control of access to blasting areas, the company has committed to <br />stopping traffic during blast detonation when explosives are to be detonated <br />within 500 feet of that highway. The company will allow traffic movement to <br />resume when it has determined that travel in or through the area may be safely <br />conducted. <br />XVII: Back filling and Grading (2.05.3(3), 2.05.3(4), 2.05.4(2)(a), 2.05.4(2)(c), <br />4.09, 4.13, 4.141 <br />- (A PORTION) - <br />- (This section of the draft finding should be retained as originally drafted <br />on pa yes 1, 2 and 3, through and including the table within the original <br />draft. Following the table of projected swell and bulking factors, the <br />following text s)lould be inserted and t12e original text on the bottom half of <br />page 3 of the original draft should be deleted.) - <br />Zn response to the Division's continued concern, Perma Resources completed <br />a comparative analysis of lithologic bore hole data, in order to perfect its <br />swell factor and bulking factor projections. The company analyzed bore hole <br />data and electronic Zithologic logs to determine the rock types encountered <br />throughout the Ffartinez pit. Published swell factors for common rock types <br />were then used to calculate a projected swell factor of 39. 7'a for the combined <br />overburden/interburden at the .Martinez Strip Mine. .9ssuming 85's coal recovery, <br />Perma Resources projects a bulking factor at the Afartinez Strip of 20.250. <br />The company has appropriately amended its post-mining topography to accommodate <br />this anticipated excess backfill volume. <br />The Division considers the amended post-mining topography to appropriately <br />accommodate the anticipated backfilled spoil volume at the 1artinez Strip. <br />However, in order to verify the accuracy of Perma Resources' swell factor and <br />bulking factor projections, the Division deems it appropriate to impose the <br />following stipulation upon approval of the permanent program permit. <br />Stipulation: <br />THE DIVISION DIRECTS PEPJ-1A RESOURCES, INC., TO VERIFY THE ACCURACY <br />OF ITS OVERBURDEN/LNTEP.BURDE.N SWELL FACTOR A.ND BULKING FACTOR PRO- <br />JECTIONS FOR THE !4ARTINEZ STRIP.
