We have reivewed the application and <br />find it to be incomplete. Part 1 of this letter describes what you must <br />do to make the application complete for resubmittal to us. <br />y Uurin9 the completeness review, our staff also identified portions of the <br />application that are considered inadequate. Part 2 of this letter <br />describes what you must do to correct these inadequacies. As a result of <br />this initial adequacy review, we have determined that some of the <br />inadequacies could be corrected by the Small Operator's Assistance (SOAP) <br />Program.
