Description of Existing Environment . <br />A number of cultural resource studies have been prepared for Sheridan <br />Enterprises' McClane and t9unQer Cannon coal mine area, Garfield County, <br />Colorado. Chief among [he reports is a submission by the Grand River <br />Institute, 1980 and two survey reports by the Museum ~f uestrn Colorado of <br />work conducted in the area in 1977. The surveys covered roads, drill hole <br />locations, areas of potential surface disturbance and a sample survey of areas <br />that in the future may be affected by subsidence. A total of three <br />archeological sites (two prehistoric and one historic) and one suspect area <br />were recorded during the survey. Questions concerning the surveys, reports <br />and sites have been satisfactorily resolved by discussions and correspondence <br />between OSti and Sheridan Enterprises and the State of Colorado. A letter has <br />been sent to the Colorado State Historic Preservation Officer requesting <br />concurrence in a "No Effect," "No Adverse Effect" determination (enclosure <br />1). There will be no need to seek determinations from the Keeper of the <br />National Register of Historic Places unless there is a disagreement between <br />OSM and the Colorado SHPO. If the Colorado SHPO concurs on OSt4's <br />recommendation, the TEA will be complete. <br />B. Description of Applicant's Proposal <br />Multiple cultural resource inventories have been conducted for the applicant <br />by several cultural resource contractors. OSti's Apparent Completeness Review <br />raised several minor questions which have been resolved by discussion with and <br />submission of further clarifying documentation by Sheridan Enterprises. A <br />requirement will be stipulated to protect unidentified sites, if encountered, <br />from disturbance until final eligibility assessments can be made (see Section <br />F, Special Stipulations). <br />Adequate data have been submitted by the applicant and OSM has forwarded to <br />the SHPO a request for a concurrence in a "No Effect," "No Adverse Effect" <br />determination. To date, the SHPO has not responded. Two of the three sites <br />are recommended as being eligible for nomination to the National Register of <br />Historic Places. Both sites (SGF741, SGF742) appear to be avoidable by direct <br />mine-related activities; however, some indirect impacts (vandalism) may <br />occur. Protection for the two sites will be afforded by carrying out <br />stipulations 2, 3 (see Section F, Specia~ Stipulations). <br />The applicant has satisfactorily sampled areas that may be impacted by <br />subsidence at a future date. <br /> <br />__, ~ _ __...~..-.,,~.,o..~---~-.w-._ -- . , <br /> <br />
