O'Connor of the Division to <br />yourself. <br />Upon further review and consideration of subsidence potential at the <br />Blue Flame Mine, I have determined that the following items in my June 26, <br />1986 memorandum should be modified as follows: <br />Item 5) Monitoring of each subsidence monument must take place at <br />least twice prior to any underground development work which may potentially <br />affect the monument (i. e.: prior to mining activities occuring within 210 <br />of the monument (from the vertical) as measured from the floor (base of coal) <br />to the subsidence monument. <br />The purpose of monitoring prior to potential disturbance is twofold; <br />data; <br />(1) Pre-mining monitoring is required to establish baseline elevation <br />(2) Deviations in monument elevation prior to disturbance may indicate <br />that a monument has not been properly installed, and therefore, will not <br />produce reliable data. <br />Item 6) Blue Flame has committed to monitoring the subsidence monument <br />network quarterly during the first year of activity at the site. <br />Rule 2.05.6(6)(D) requires that monitoring continue on a quarterly basis. <br />Therefore, the applicant should commit to quarterly monitoring of the control <br />points. <br />Item 7) As required by Rule 2.05.6(6)(E), the following information <br />shall be submitted to the Division on a semi-annual basis: <br />a.
