'` <br />RE: Revisions, dated January 25, 1931, to the Blue Ribbon Coal Mine <br />Permit Application, File No. C-0;7-81 <br />I have reviewed the revisions submitted on January 25, 1931 by B1uc Ribbon Coal <br />Company. The follorriny memorandum summarizes the points discussed in a meeting <br />on January 25, 1982 and in a telephone conversation on Januar!.1 26, I982, both <br />with Bill Tate of Western Associated Coal Company. These discussions concerned <br />data and permit materials neer7ed by the Division in makiny permit findings in <br />geology and hydrology. <br />C,eolouy <br />Blue Ribbon Coal Company has submitted a generalizarl ycaloyic map (Exhibit R) <br />which only covers the surface disturbance area. This map does not adequately <br />show the geology of the permit and adjacent areas. Blue P,ibbon Coal Company <br />has committed to submitting a new map reith the site-specific geology after the <br />snoro melts and field work can be conducted (see legend of Exhibit R). Blue <br />Ribbon Coal Company has also agreed to plot the croplines of the alluvium in <br />Hubbard Creek on a new hydrology map. when the Division receives the hydrology <br />map, there will be sufficient geologic information in the permit to maY.e written <br />findings. The submittal of the Herr site-specific geology map may ba a stipulation <br />to the permit. <br />A Zarger scale and legible geologic cross-suction G-E' wns sub.mi.tted with the new <br />permit materials. This cross-section should satisfy the re7uirements for <br />geologic cross-sections. <br />The roof and floor analyses subrni ttc-d in the pr_rrnit application Lac}:od su]fur- <br />form analyses (~ total sulfuz-, pyritic sulfur, 'o organic sulfur, and %s sulfate <br />sulfur), comhnstible soli rls ano iyxs, and textural analyses. The L']uc ti.bbnn <br />mine is makiny more waste rock from the mine than it can handle by back-stowing, <br />as original.iy planned. The mine's waste rock is being disposer] of in the Red <br />Canyon mine's waste rock pile. The company needs to conduct the analyses <br />mentioned above to rleterrnine the acid-forrruny, a7}:a7.ine-forminrr, comlx~stihility, <br />anc7 stability effects on placing this material in the Red C..rnyon nu nc's waste <br />rock pile, or in .any other waste rock pile or fill. The roof and floor samples, <br />if collected for the same location within the mine, could be analyzed for only <br />those parameters lister? above and not have to analyze thc:c samples for the <br />entire list of parameters which the Division requires.
