Tom Gillis -2- January 27, 1982 <br />Hydrology <br />Blue Ribbon Coal Company has submitted a mine inFla~ map, but the c?ascription <br />of the source and character of the inflo:+r is missing within the te;:t. This <br />inflow description should be submitted. <br />A new hydrology map should be submitted. This map should cover the area from <br />one mi.1e above the permit boundary, do[•rn to the confluence or llubbaz'r] Creek <br />with the North Fork of the Gunnison, and from ono mile east of the permit <br />boundary to one mile [.pest of the pernut bounr7anr. The map should contain all <br />ponds, impoundments, streans, diversion structures, irrigation %l.itches, head- <br />gates, wells, springs, surface monitoring stations, ground water monitoring <br />stations, and the width anc7 extent of the alluvium in the llubbard Creek Valley. <br />Dl ue Ribbon Coal Company should submit information on Dccr Trail Ditch, [,+hich <br />is located between the mine and the confluence of !]ubbard Cree}: and the North <br />Fork of the Gunnison. The following information should be submitted: 1) the <br />location of the ditch on the hydrology map, 2) t/re flow of i.~ater in the ditch, <br />and 3) the [rater rights held for the ditch. This information may be obtained <br />from the Delta County office of the State Engineer's, t/a ter Resource Division. <br />Monitoring <br />Blue Ribbon Coal Company should prepare a section to the permit application <br />entitled 2.05.6(3) (b) (iii) -Ground and Surface grater ldonitorinq Plan. <br />This plan must include the monitoring of the effects of rni.~ing on thr--. yuali ty <br />and quantity of ground and surface waters. Ground [eater rnonitocinq shoulr] <br />include the monitoring of water Ievels and r,~ater nuality in the !/ubbard Creek <br />alluvial well; flow and water quality of the spring below the mine bench; and <br />the mapping and description of mine inflows. A year's baseline ~:~ater quality <br />sampling should be completed on the alluvial Weil and the spring, which should <br />include quarterly water quality analyses for those parameters in Attachment A and <br />monthly water levels and flor~rs. The mine inflow monitoring should include: <br />1) mapping of mine inflows on a mine c~iorkinys map, 2) tabulation of the flow <br />rates, pH's, electro-conductivities, anr] temperatures of the inflows, .;) the <br />amount of water discharged from the mine, and 4) a description of the source <br />and occurrance of mine inflows. Surface water monitoring should be continued <br />on Nnbbard Creek above and below the mine site to complete the baseline mater <br />yuali ty samplingr. These samples shoulc? be anal!lzer? quarterly for thr_ parameters in <br />Attachment .~. The quantity of water should be censured at the timo water <br />quality samples are collected and on a monthly basis. A11 data should be <br />submitted to the Division quarterly.
