At present the seam contains a rock split; in order to mine lump coal <br />of sellable quality, the lower portion of the seam is being mined by a continuous <br />miner producing stoker mixed with rock; the upper portion is being mined by a <br />cutting machine producing lump coal. <br />The stoker coal and rock mix is being stockpiled as permitted by a previous <br />Technical Revision. It has become apparent that the area for storage of the <br />stoker and rock mix will not be sufficient. It is imperative that installation <br />of the coal washing plant and waste disposal area be approved in order to keep <br />the mine operating. <br />Map FM-1 shows the locations of the washing plant and waste disposal area, along <br />with cross sections, waste storage volumes, topsoil ("A" & "B") volumes and <br />rock drain data. A flow sheet of the coal washing plant is also enclosed (see <br />figure 1). It should be noted that the washing plant is not permanent, as it will <br />be on a steel frame and not on concrete. ' <br />All construction will be within the permit area and the sediment control system. <br />Water Quality and Air Quality Permits have been obtained for the washing plant <br />and waste disposal area. <br />OPERATIONS PLAN <br />The washing plant (heavy media washer) will receive water from a 12,000 gallon <br />storage tank located directly east of the washing plant. The tank is not planned <br />to be buried. All water used by the plant will be recycled, less what is lost <br />on the reject and product coal. Product coal will be stockpiled until shipping. <br />The reject (see analyses} will be disposed of in the waste disposal area.
