<br />Jim Herron <br />CMLR <br />Page 2 <br />November 11, 1980 <br />After grubbing and clearing, Topsoil ("A" Horizon) will be removed from the waste <br />disposal area and stockpiled on an existing topsoil pile (see topsoil volumes and <br />soils data). Four feet of non-toxic, non-combustible material will then be removed <br />from approximately one-half of the total area, about 12,000 cubic yards. This <br />material will come from the lower or westerly portion of the waste area. The <br />material will be stockpiled on both sides of the drain in the upper portion of <br />the area. A rock drain, as described in the engineering cross sections, will <br />then be constructed through the lower half of the waste area. <br />Then, refuse will be placed in horizontal lifts of not more than 24" and compacted <br />by loader and/or caterpillar to 90% of maximum dry density. When deposition of <br />reject is complete in the lower portion of the waste area, the material stored <br />in the upper portion of the waste area will be placed over the deposited refuse <br />at a depth of not less than 4 feet. <br />' Four feet of non-toxic, non-combustible material will then be removed from the <br />°'r,., upper portion of the waste area. This material will be stockpiled on the completed <br />portion of the waste area, approximately 12,000 cubic yards. The rock drain will be <br />'A ~ completed through the upper portion of the waste area and tied into all drainage <br />points from the existing lower mine yard area. Refuse will be placed in hori- <br />zontal lifts of not more than 24" and compacted to 90% of maximum dry density by <br />loader and/or caterpillar. <br />When deposition of refuse is complete in the upper portion of the waste area, <br />the refuse will be covered by not less than four feet of the material stockpiled <br />on the completed lower portion of the waste area. <br />Once the waste disposal area is completed, it will be used as a work/storage area. <br />This waste disposal area should be sufficient until Dorchester Coal's Preference <br />Right Leases, including a waste disposal area, are issued, and an OSM/MLRB Permit <br />is obtained to mine the leases. <br />RECLAMATION <br />Upon completion of mining, it is anticipated <br />remain a bench as depicted by the waste area <br />and surface utilities that may be located on <br />Horizon topsoil would be replaced at a depth <br />would then be seeded in the same manner as p <br />Reclamation Permit. <br />that the waste disposal area will <br />cross sections. Completion of the waste disposal is estimated to <br />take 2.7 years. This time estimate is based on 50,000 cubic yards of reject <br />estimated to be produced in one year. These yardage figures are maximum estimates. <br />Once the waste disposal area is complete, it will be used as a storage and work <br />area. When Dorchester Coal's Preference Ri~~ht Leases are issued, this area will be <br />used fora minimum of 40 years. •• <br />
