It appears that the
Department of Natural Resources has ahang-up with the hydrology of the mine area.
Specifically that the Cliff House sandstone that lies above the coal seam, and the
Menefee formation that contains the coal seam act as aquifers. We cannot understand
why, since this subject was thoroughly investigate in September 1986 during the
second permit application. As you can see from the report by Fred Johnson, ._ ,r,G ~-
Professional Geologist to the MLRD dated September 25, 1986, his findings were
accepted by the MLRD. These findings state that the Cliff House sandstone and these
Upper Menefee formation would not serve as aquifers and as the Point Lookout E
S ~

sandstone lies benlow the mining elevation, it will not be affected. ~O<<c,~r N5s
Truly yours, +~ I!I ~ ~
Paul Ba
PENNSYLVA IA WEST COAL CORPORATION
~, i~iUV - 61992 _.
~.~•
