(CWI) and government <br />agencies, It has undergone numerous reviews, revisions and supple- <br />mentations. Colorado Westmoreland originally submitted its permit <br />application for the area covering Federal Coal Lease C-27432 on <br />June 18, 1979. In response to a request from the Office of Surface <br />Mining (OSM) for additional information dated September 24, 1979, <br />CWI supplemented the application on both Febuary 18, 1980, and July <br />18, 1980. On December 2, 1980, following a coordinated, combined <br />review of this revised application, the Colorado Mined Land Reclam- <br />ation Division (CMLRD) and the Office of Surface Mining jointly <br />identified additional deficiencies. Colorado Westmoreland respond- <br />ed in an extensively supplemented and revised application submitted <br />on February 16, 1981. On February 27, 1981, CMLRD issued its no- <br />tice that the application was deemed complete under the permanent <br />program and that it was being further reviewed for adequacy. On <br />March 13, 1981, April 17, 1981, and April 27, 1981, again rep- <br />resenting both OSM and itself, CMLRD transmitted the results of the <br />further adequacy review, raising the agencies' remaining substan- <br />tive concerns. We submit this revised and supplemented application <br />in response. <br />The application has grown from five (5) to twelve (12) volumes <br />in response to deficiencies raised by OSM and CMLRD over the two <br />years since initial permit submission in June, 1979. Additional <br />studies continue by Colorado Westmoreland and its consultants in <br />further response to present and future needs expressed by the agen- <br />cies.
