Virtually every response has been reviewed with them orally or in writing for completeness and adequacy. Thus, we are confident you will find this application acceptable and will be able to promptly issue per- mit approval under the permanent program. Although your staff is already quite familiar with the sub- stance of our application, we have also presented it in final form substantially reformated for even easier review and reference. The narrative now cites state rather than federal regulations, in keep- ing with the delegation of primary responsibility to Colorado. Furthermore, for clarity and convenience of reference, each page is bifurcated with the full regulatory provision set forth in the left hand column and the responsive narrative in the right hand column. The narrative is also broken down according to individual rules, paragraphs, and subparagraphes, so that in the future, information may be added, deleted, or revised without retyping or repagination. Maps, appendices, and confidential information are presented in separate volumes as well. Appendices are also organized according to subject matters reflected in the Act and Regulations and accord- ing to what we have learned are the organizational disciplines and units used by the agencies to assign review responsibilities to particular personnel. As with the others, these volumes are organ- ized in a way that allows easy supplementation or revision. Fin- ally, although your staff has already reviewed the substance of our responses either orally or as written, we have provided at the be- ginning of the application a key reference to where responses to specific deficiencies raised by your adequacy review may be found. We have also arranged with your staff to make appropriate Colorado Westmoreland personnel and consultants physically available on a daily basis at CMLRD's offices beginning today, for identification, clarification, or any other purpose appropriate to facilitate and expedite final CMLRD review and permit approval. Given the excellent cooperation and communication we have en- joyed with your staff since December, 1980, and our mutual effort to comply with the requirements of the law, we have forged what we believe is a complete and adequate application.
