In addition, however, we have enjoyed excellent communication <br />with your staff. Numerous meetings and telephone conversations <br />have taken place to assure a comprehensive and full understanding <br />of their needs and the acceptability of our submittals. Virtually <br />every response has been reviewed with them orally or in writing for <br />completeness and adequacy. Thus, we are confident you will find <br />this application acceptable and will be able to promptly issue per- <br />mit approval under the permanent program. <br />Although your staff is already quite familiar with the sub- <br />stance of our application, we have also presented it in final form <br />substantially reformated for even easier review and reference. The <br />narrative now cites state rather than federal regulations, in keep- <br />ing with the delegation of primary responsibility to Colorado. <br />Furthermore, for clarity and convenience of reference, each page is <br />bifurcated with the full regulatory provision set forth in the left <br />hand column and the responsive narrative in the right hand column. <br />The narrative is also broken down according to individual rules, <br />paragraphs, and subparagraphes, so that in the future, information <br />may be added, deleted, or revised without retyping or repagination. <br />Maps, appendices, and confidential information are presented in <br />separate volumes as well. Appendices are also organized according <br />to subject matters reflected in the Act and Regulations and accord- <br />ing to what we have learned are the organizational disciplines and <br />units used by the agencies to assign review responsibilities to <br />particular personnel. As with the others, these volumes are organ- <br />ized in a way that allows easy supplementation or revision. Fin- <br />ally, although your staff has already reviewed the substance of our <br />responses either orally or as written, we have provided at the be- <br />ginning of the application a key reference to where responses to <br />specific deficiencies raised by your adequacy review may be found. <br />We have also arranged with your staff to make appropriate Colorado <br />Westmoreland personnel and consultants physically available on a <br />daily basis at CMLRD's offices beginning today, for identification, <br />clarification, or any other purpose appropriate to facilitate and <br />expedite final CMLRD review and permit approval. <br />Given the excellent cooperation and communication we have en- <br />joyed with your staff since December, 1980, and our mutual effort <br />to comply with the requirements of the law, we have forged what we <br />believe is a complete and adequate application. Thus, we are con- <br />fident that not only can the August 15, 1981, deadline be met but <br />that approval is feasible by August 1. We are, as you know, ready <br />to provide any additional assistance you may desire. <br />We appreciate very much the help and cooperation of the CMLRD <br />in realizing the environmentally sound mining of Colorado Coal. <br />Your very truly, <br />Christopher K.
