This letter constitutes the 60-day notification <br />of preliminary findings as required in section 2.07.4(1) of the Regulations <br />of the Colorado Mined Land Reclamation Board for Coal Mining. The preliminary <br />nature of the enclosed comments must be stressed at this point. Additional <br />comments and requests for information may be forthcoming from this Division <br />as the review progresses. <br />Sunflower Energy Corporation is advised that, unless the application is unusually <br />complex or controversial, MLRD must make a decision within 120 days of the filing <br />of the complete application on whether to approve, deny, or require the permit <br />application to be modified. The 120-day deadline for the Blue Ribbon Mine <br />permit application is June 29, 1981, and it is essential that Sunflower Energy <br />respond to the concerns raised in this letter in a timely manner so that all <br />issues and deficiencies can be resolved by this statutory deadline.
