The first set of my questions was contained
in a memo to you, dated May 13, 1996.
2.05.3 OPERATION PLAN - PERMIT AREA
2.05.3(4) PONDS, IMPOUNDMENTS AND DIVERSIONS
1. Maps nos. 21-1 and 21-2 show many culverts which will outflow
into relatively steep terrain. As explained in question No. 3
below, several of these culverts are intended to be left as
permanent structures. How does the operator plan on
controlling erosion at these culvert outlet locations, both
during mining and after final reclamation?
2.05.3(5) TOPSOIL
2. Please provide a map that shows the full extent of the
coverfill stockpile. Map no. 15-1, Mine Facilities, shows only
a portion of that stockpile.
2.05.E RECLAMATION PLAN
3. Referring to map No. 18, Postmining Topography, and map no.
17, Premining Topography, it appears that there will be
several culverts which will be installed by the operator which
will be left as permanent structures after reclamation. These
culverts appear to be associated with new and old road
construction. It appears that some of these new roads also
will remain as permanent structures. According to Rule
4.03.1(7)(a), these roads and culverts can be retained as
permanent structures only if the structures are compatible
STATE OF COLORADO
~~
DEPARTMENT OF
NATURAL
RESOURCES
Roy Romer
Governor
