Lamm <br />GoJernor <br />DATE: May 7, 1986 <br />T0: Steve Renner, Peter O'Connor, John Doerfer <br />FROM: Tom Gi 11 i s,~U(J~ <br />RE: Review of Baseline Environmental Data - Fruita Mine Complex <br />The permitting process for the three applications comprising the Fruita Mine <br />Complex has recently been re-activated as a result of a transfer of permit <br />rights from Dorchester Coal Co, to American Shield Development Co. The permit <br />review was shelved indefinitely some time in 1984, soon after the Division had <br />completed and sent out P.A.R. comments. The only response to the Division's <br />P.A.R. comments on the three applications was a single submittal received in <br />July of 1985 which contained responses to a majority of the baseline <br />environmental data concerns raised during the three reviews. To avoid <br />redundancy, the baseline information for all three applications (Central Lease <br />- C-83-061, Northern Lease - C-84-066 and Eastern Lease - C-84-064) was <br />consolidated into the Central Lease application. This seemed appropriate at <br />the time due to the close proximity of the proposed mine sites to each other. <br />American Shield has re-initiated the review process and the new permitting <br />schedule agreed to by the Division involves a re-review of the baseline data <br />contained in the Central Lease application as well as a review of the <br />applicants' July 1985 responses to our 1984 P.A.R. comments regarding <br />deficiencies in baseline environmental data. The due date for completing this <br />°~phase of the review is July 1, 1986. Team responsibilities are as follows: <br />~~ J Steve Renner - Groundwater hydrology, geology <br />Peter O'Connor - Soils, vegetation <br />~~~ John Doerfer - Surface water hydrology, AVFs <br />This review is limited to reviewing baseline environmental data; other aspects <br />of the proposed operation will be reviewed once the applicant submits <br />sufficient operations and reclamation plan data. <br />To limit confusion, I have prepared a list of applicable P.A.R. comments <br />relating to specific disciplines and have also included an index of where the <br />basic information can be found in the Central Lease application. The <br />applicants' responses to the following P.A.R. comments can be found in a <br />two-volume response entitled "Dorchester Coal Co. - Fruita Mine Complex - <br />Adequacy Review Response - Environmental Baseline Info. -July 1, 1985 - <br />Volume I-A and II-A."
