Please prepare your review comments in a memo format, which can be sent as is <br />to the applicant. Review comments should be arranged in a separate section <br />for each lease area where possible. Review comments should include am: <br />indication of which of the original P.A.R. comments has been resolved, areas. <br />where additional information or data is needed to resolve the concern, and any <br />additional comments or concerns brought up while re-reviewing the original <br />baseline data presented in the permit application. <br />Groundwater Hydrology, Geology - Yol. 3, Central Lease App. (C-83-061) <br />P.A.R. Comments: <br />- Central Lease P.A.R. <br />The permit application contains inadequate spring flow and chemistry <br />baseline data. The company should submit baseline data on springs from <br />snowmelt through October to complete a year's baseline. This additional <br />data is required to characterize the seasonal fluctuations in the quality <br />and quantity of groundwater discharges. <br />Response: See Vol. I-A, Sec. 2.04.5 and 2.04.7(1) <br />The permit application does not contain a continuous year's worth of <br />groundwater level and chemistry data. This information is required to <br />characterize the seasonal fluctuations in the quantity and quality of <br />groundwater within aquifers. The collection of groundwater levels and <br />water chemistry data from snowmelt through October will satisfy this <br />baseline requirement. <br />Response: See Vol. I-A, Sec. 2.04.5 and 2.04.7(1) <br />- Northern Lease P.A.R. (C-84-066) <br />The application does not include chemical and physical analyses of the <br />roof, floor, interburden and coals for those coal seams to be mined in <br />the Northern Lease Area. The application contains only analyses of these <br />strata from the Central and Eastern Leases. The applicant must have <br />chemical and physical analyses performed on core hole samples collected <br />in the Northern Lease Area. A minimum of one core hole per section (one <br />square mile) over the entire permit area is required. <br />Response: See Vol. I-A, Sec. 2.04.6 <br />The permit application contains inadequate spring flow and chemistry <br />baseline data. Monitoring wells <br />should be installed and monitoring initiated one year prior to beginning <br />
