• • iiiiiiiiiiiiiiiiiii <br />999 <br />• ADDENDUM TO FEBRUARY, 1980 TEA FOR COLORADO YAMPA COAL COMPANY'S <br />MINE N0. 1, MINE N0. 2, AND ECKMAN PARK MINE <br />PERMIT N0. 79-177 <br />Introduction <br />In February, 1980, OSM issued approval with stipulations for a major <br />modification to the Surface Mining and Reclamation Plan for Energy Fuels <br />Corporation's Energy No. 1 and Energy No. 2 Mines, and Extension into Eckman <br />Park. The approval applied to Federal Coal Lease Nos. C-22644, C-20900, <br />C-128433, C-081330, D-052547, and C-16284. <br />Subsequently, Energy Fuels Corporation was succeeded as operator by Colorado <br />Yampa Coal Company (CYCC). On April 1, 1983, CYCC submitted a technical <br />revision application to the Colorado Mined Land Reclamation Division (MLRD) <br />which proposed certain modifications to the operations plan in Eckman Park <br />Area 60 (Lease C-081330) and requested expansion of the permit area including <br />a thirty acre tract: in Lease C-26914. <br />The requested revision was previously approved in September, 1983, with the <br />specific exclusion of the thirty acre tract in Lease C-26914, since CYCC had <br />not obtained the necessary lease approval from the Bureau of Land Management. <br />On May ], 1985, CY(:C obtained lease approval for Lease C-26914. On <br />July 10, 1985, CYCC: submitted a technical revision application which proposed <br />• incorporating the thirty acre tract within Lease C-26914 into the permit <br />area. MLRD determined the application to be complete on July 17, 1985, and <br />public notice was published four times in the Steamboat Pilot (August 1, 1985, <br />August 22, 1985, August 29, 1985, and September 5, 1985). The technical <br />revision proposed a logical extension of mine pits in Area 60. The extension <br />was anticipated in the 1983 TR mining and reclamation plan for Area 60 and <br />with minor changes., mining and reclamation techniques are the same as those <br />approved in the 19A3 revision. Environmental impacts of the proposed revision <br />were found to be insignificant. Additional disturbed acreage is negligible <br />since, although the revision requests a thirty acre expansion to the southeast <br />to incorporate the new lease tract, pits do not extend as far to the northwest <br />as originally anticipated. The proposed affected acreage for Area 60 is 102 <br />acres, compared to 104 acres previously approved. MLRD issued a proposed <br />decision to approve the technical revision on September 19, 1985. <br />The legal description is as follows: <br />SW 1/4 SW 1/4 Section 9, T4N, R86W of the 6th p.m. <br />MLRD classified the request as a technical revision since by Rule 1.04(136) a <br />technical revision is an incidental permit boundary revision which shall not <br />cause a significant alteration in the operator's reclamation plan. The thirty <br />acre permit boundary revision is small in comparison to the 6,680 acre permit <br />area (1,800 acres in Eckman Park) and, as pointed out previously, actual <br />affected acreage will not be increased. No additional facilities are proposed <br />• and no additional adverse impacts to wildlife, the hydrologic regime, or other <br />environmental resources will result. The existing CYCC permit application <br />(File No. 79-177) contains environmental baseline and impact information that <br />included the area considered in this revision. <br />
