<br />• -z <br />The primary purpose of this addendum to the Technical Environmental Analysis <br />(TEA) is at the request of the Office of Surface Mining to facilitate the mine <br />plan approval process. In order for OSM to issue approval to mine previously <br />unleased Federal Coal, they must have verified, in writing, that all of the <br />analyses required under SMCRA have been made. This document herein <br />incorporates OSM's TEA Document of February, 1980, and addresses any changes <br />made as a result of this technical revision. <br />Legal, Financial and Compliance Information <br />The status of this section did not change as a result of the technical <br />revision. Changes referred to above are set forth in CYCC's Mid-term response <br />document dated February 3, 1984. The operation is in compliance. <br />II. Land Use <br />The approved post-mining land use was not changed or affected by this <br />technical revision. The operation is in compliance. <br />III. Cultural and Historic Resources <br />The revision will not result in any adverse effects to any publicly owned park <br />• or place listed on the National Register of Historic Places. The operation is <br />in compliance. <br />IV. Geology, V. Hydrologic Balance, VI. Alluvial Valley Floors, <br />VII. Water Ri hts and Re lacement, VIII. Probable H drolo is Conse uences <br />o Mining an umu ative y rologic Impact to y <br />The original permit application included baseline hydrology and geology <br />information and a discussion of impacts which extended to the lands included <br />in this revision. The statement of Probable Hydrologic Consequences included <br />in the original application was modified in CYCC's February 3, 1984 Mid-Term <br />Response Document. The additional thirty acre tract included in this <br />technical revision is located near a ridge top and does not contain any <br />streams, regional aquifers, springs, seeps, ponds, or adjudicated water <br />rights. No additional changes are necessary as a result of this revision. <br />The operation is in compliance. <br />IX. Climatological Information and Air Resources <br />This section is not affected by the revision. The operation is in compliance. <br />X. Topsoil and XI. Revegetation <br />Topsoiling and revegetation practices for the Area 60 technical revision area <br />will be as set forth in CYCC's March 19, 1985 live handle topsoil technical <br />• revision approved by MLRD April 18, 1985. Specifically, Area 60 spoils to be <br />topsoiled and seeded in 1985 and 1986 will be designated as live handle <br />topsoil test plats. Live handle topsoil test plots will not be artificially <br />seeded unless vegetation monitoring indicates a failure of volunteer <br />establishment. Surface and subsurface soil layers will be stripped and <br />reapplied separately. The surficial topsoil layer (approximately six inches <br />thick) will be reapplied to the surface of the reclaimed area to maximize <br />volunteer establishment from native seed and vegetative plant parts. <br />
