Reso~~rces <br />~~ Re: Blue Ribbon Mine Review Status and Sediment Control Review Comments <br />Our File No. C-047-81 <br />Dear Mr. Tate: <br />The Division has completed an evaluation of the review status of the Blve <br />Ribbon mine permit application. This evaluation has revealed that it will <br />probably not be possible to complete the review process under the permanent <br />coal regulatory program before the expiration date of the existing 3-month <br />coal supply technical revision, which is January 31, 1982. As such, the <br />Division will need to grant an additional coal supply technical revision for <br />the Blue Ribbon mine to allow operations to continue until the review pro- <br />cess can be completed. However, in order for the Division to be able to <br />grant such a revision, it will be necessary for Blue Ribbon Coal Company <br />to submit an adequate, substantial response to the Division's November 30 <br />and December 9, 1981 review comments on the adequacy of the permit application <br />no later than January 5, 1982. This response will provide an essential <br />demonstration to the Division that Blue Ribbon Coal Company is being <br />diligent in it's efforts to meet regulatory requirements and that B.R.C.C. <br />merits an extension to the existing 3-month coal supply technical revision. <br />Included in this response should be a request for an additional 6-month <br />coal supply technical revision, an appropriate map showing the extent and <br />sequence of underground workings for the next 6 months (beginning <br />February 1, 2982), and a copy of the newspaper advertisement which will <br />have been published by B.R.C.C. giving notice of the T.R, request. <br />In regards to the permit application itself, the Division has reviewed the <br />sediment control portions of the permit application and has identified <br />several croncerns regarding the system design which must be resolved prior <br />to permit issuance.
