Lamm <br />Governor <br />February 23, 1984 <br />T0: Bob Liddle <br />FROM: Jim Pendleton ~ ~c-~~`~ <br />RE: Dorchest No. al Nine - Supplemental <br />Response to Proposed Findings <br />Pursuant to your request, I have reviewed the submittal made by Dorchester <br />Coal to response to your proposed findings for the Dorchester No. 1 <br />underground coal mine. I forward the following comments regarding <br />geotechnically-related proposed stipulations. <br />Stipulation No. 13 <br />The proposed rewording of Stipulation 13 is acceptable, tf bonding of the <br />approved permit includes an allowance for completion of the required stability <br />analyses. 510,000.00 should be sufficient for this purpose. <br />Stipulation No. 19 <br />The proposed portal sealing design is acceptable and this stipulation can be <br />removed from the f1na1 findings document. <br />Stipulation No. 20 <br />Failing a response to the proposed stipulation, Stipulation No. 20 should be <br />retained as originally proposed. <br />Stipulation No. 21 <br />The proposed second rock subdrain beneath the waste disposal pile is <br />acceptable: Stipulation No. 21 may be deleted from the final findings <br />document. <br />Stloulatlon No. 22 <br />As stated in my earlier memo to you of November 28, 1983, the applicant <br />continues to misconstrue Dr. Abel's Rock Mechanics Study in regards to barrier <br />pillar requirements along the perimeter of the permit area.
