•
Sunflower
.~=~~ Energy
Corporation
Board of Land Reclamation
Dear Sirs:
~ III IIIIIIIIIIIII III
Suite 100
770 Grunt Shot
1~'nvH, Golorodo g~2~3
303/837-~2a2
April 26, 1979
In order to correct the possible violation at the
Blue Ribbon Mine mentioned in a letter from Dave Holm dated
April 23, 1979, Sunflower Energy Corporation proposes the
following:
1. Correct the violations of existing permit
boundary by acquiring a new reclamation permit.
The boundaries of this new permit are currently
being surveyed. Other data necessary for a
complete report have been drafted so that a new
reclamation plan will be submitted in approximately
ten days.
2. The construction of the portal site was contracted
for and inadequate supervision of this site is
apparent. Capable "cat skinners" that were
contacted last week thought that it would be
nearly impossible, however, to have saved any
top soil from the steep slopes that were excavated.
A concerted effort will be made to acquire and
stockpile topsoil during the life of the mine.
3. The Blue Ribbon Mine has been in a state of
construction even until the present time and
two items of reclamation need to be taken
care of.
(a) Rip rap around culvert at Hubbard Creek is
just being completed.
(b) Controlling sediment from the coal pile. A
plan for this control is shown on the accompany-
ing preliminary map. The permitted area of
the stockpile is 0.91 acres. Maximum 10 year
24 hour storm is 2,2 inches. It is proposed
that the Board grant approval to construct a
sediment pond immediately to prevent possible
sediment from reaching Hubbard Creek. This
