Dear Mr. Wainwright:
As we discussed in our telephone conversation of June 24, 1985, the Division
needs additional information to clarify several items in the above-referenced
permit application. Following are concerns which should be addressed.
Overburden Geochemistry
1. Why are nitrate-nitrogen levels excessive in 14 percent of the samples?
- What is the probable source of the nitrate-nitrogen?
2. Which holes showed the elevated nitrate-nitrogen levels? What is the
aerial spacing of these elevated nitrate-nitrogen drill holes?
3. Are the elevated nitrate-nitrogen levels indicative of a particular
formation or horizon?
4. Substantiate the statement in Volume II, Page 6-30 of the permit
application: "Because these elevated nitrate-nitrogen levels are found
in the first 60 feet of overburden core, Seneca Coals, Ltd. anticipated
from estimation of post-mining ground water levels that this upper
section of overburden will be removed from the reestablishing ground
water aquifer."
- How will infiltrating water be effected by these elevated levels?
Alluvial Valley Floors
5. Portions of the AVF section dealing with the tie across haul road are
quite vague.
- Pages 7-198 and 7-203 are contradictory as to how much, if any,
land will be taken out of production due to the haul road.
