RECEIVED
RESPONSE TO INSPECTION
OF 07/21/03

(~~-ere- i'~i -t 9 S G -o }~ A~~~~v~°d
Cpyve.G'f"lVVi /Lc~i6 wi ~~~'~
aL~~' oa~ F~kr
s~~ oyke
d Ge%
TO: Bob Oswald
(505)325-4065
(505)632-1276
This letter is in response to the mine inspection dated 07/16/03, wherein it is stated I need
to take corrective action.
The operator must commit in writing to the future salvaging of all topsoil, which becomes
available during the course of future mining activities. The statement of commitment
must specify that such salvage will be in amounts adequate to reclaim, and that it will be
followed by either prompt reuse on areas to be reclaimed in the immediate future, or
stock piled and protected for later use. This statement must be received at this office by
the date shown at right 10/15/03.
This statement is given to become a part of the reclamation plan for D.G.M.C. by James
Bender, operator of D.G.M.C. In the future and from this point forwazd, all topsoil
encountered will be salvaged and stockpiled in such places as designated in the
reclamation plan. Tt will be sepazated and used when reclamation is done, or stockpiled
and seeded to prevent loss. The amounts salvaged will be adequate to reclaim the
affected aeeas of disturbance. Every effort will be made to salvage all topsoil.
Also stated in the inspection was a question of tailings neutralization and procedure being
followed.
The new tailings pond, like the former one, will be unlined, which necessitates that
careful neutralization be ensured. The method of tailings neutralization carried out was
discussed. Sodium hypochlorite is added to the tailings slurry, to the amount that a
certain pH is reached. The water of the slurry drains off the mill sump, and the tails are
trammed down to the pond for disposal. The operator must provide specific information
as to the pH maintained in the mill, the pH attained for neutralizing, the tails, the method
and frequency of pH sampling, and the length of time the tails spend draining in the
AUG 1 1 20ai
Division of Minerals and Geology
James Bender / D.G.M.C.
5529 US HWY 64
Farmington, NM 87401
