Wright, OSM <br />Weather: sunny and warm <br />Comments <br />This was a complete random sample inspection done to evaluate the State of <br />Colorado's performance in administering their program and to determine if the New <br />Elk Mine was operating in accordance with the program regulations. <br />The underground portion of the mine remains inactive at this time and the portals <br />have been barricaded. At present the loadout, stockpiles and refuse disposal area <br />(RDA) are being used to facilitate mining at the Golden Eagle mine which is under <br />the same ownership. <br />Paperwork and records was reviewed at the Golden Eagle mine office during the <br />afternoon of September 14. Inspection of facilities was done from the morning of <br />September 15 through the morning of September 17. <br />The following enforcement actions had previously been issued by the Colorado <br />Division of Minerals and Geology and remain outstanding: <br />C-93-037 for various unapproved structures <br />C-93-044 for failure to stabilize road embankments with vegetative cover or other <br />means covering fill embankments on western most RDA access road <br />and the conveyor belt access road on east side of RDA where road fill <br />crosses drainage at culvert C-41 <br />C-93-011 for pond certifications for five containment ponds <br />
