Box 106 <br />Mesita, Colorado 81142 <br />Re: Colorado Aggregate Company of New Mexico, Ines "Mesita Hill Mine" <br />File No. M-77-227, Costilla County <br />Dear Mr. Harvey: <br />The application for a Mining and Reclamation Permit for the above-captioned <br />operation was received by the Division and deemed complete on November 1, <br />19$5. Newspaper "Notice" publication, one time a week for four (4) <br />consecutive weeks, may proceed. Prior to the January 22-23, 1986 Board <br />consideration of the application, proof of publication and proof that a copy <br />of the publication was either mailed or personally served to: <br />1. all owners of record of surface rights to the affected land; and, <br />2. all owners of record of surface rights to the immediately adjacent <br />lands must be submitted (see Mineral Rules and Regulations No. 2.2). <br />Thank you for the superior quality submittal. <br />The following clarifications are needed for the application to be considered <br />"adequate:: <br />Exhibit D - Mining Plan <br />1. In the future, topsoil (A and B horizons of the soil profile) <br />should be segregated from the underlying "overburden" and salvaged <br />separately, as mixing these factions decreases the value of topsoil <br />as a plant growth medium. <br />2. Future topsoil stockpiles should be graded to slopes no steeper <br />than 2H:1V and seeded with a perennial cover crop for conservation <br />purposes. <br />Although annual weeds may stabilize topsoil stockpiles, the <br />abundant quantity of seeds produced and "planted" in the soil may <br />adversely effect revegetation success. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
