McArdle and O'Connor: <br />Thank you for sending me a copy of the above-referenced inspection <br />report. In this letter, I will address several of the issues you raise <br />therein. <br />Vegetation Test Plot Data and Reports <br />As I mentioned on the day of the inspection, we took some soil and <br />vegetation samples from the demonstration plot at the mill in August 1985. <br />We would be happy to provide data and reports to you as they become avail- <br />able. <br />Reclamation of Tailing Dam <br />We have discussed your observations and recommendations relative to <br />reclamation of the tailing dam, and they cause us substantial concern. <br />The tailing dams will remain active for the life of the operation, and <br />a reasonable time period has not lapsed to evaluate whether the soil treat- <br />ment on the downstream face would suffice for final reclamation. Instead, <br />this treatment was designed to meet the short-term goal of minimizing wind <br />and water erosion, and mitigating scenic impact. Because of the limited <br />scope of current efforts, we do not believe it is possible to conclude that <br />"the current plan will not meet performance standards." <br /> <br />i <br />
