N <br />," • • <br />a <br />The Henderson reclamation plan specified performance standards to be met <br />upon final reclamation, and Henderson intends to comply with those standards. <br />However, specific decisions regarding slope, the possible use of rock, and <br />soil depth are to be reserved until final reclamation is begun. The company <br />believes that this phased approach to decision making is appropriate given <br />the length of the project, and we would oppose any attempt to accelerate the <br />process. <br />Depth of Soil Cover <br />For similar reasons, we also believe it is premature to conclude that <br />current soil cover technique cannot achieve applicable performance standards. <br />The current soil-tailing demonstration plot has been through three seasons <br />and generally appears to be sustaining a suitable vegetative cover. This <br />plot was designed to demonstrate the suitability of various depths of soil on <br />tailing over a long period of time, and it would be premature to draw any <br />final conclusion. <br />Size of Bond <br />The bond was increased in 1984 after a review of current disturbances. <br />According to schedule, we intend to review and update this financial warranty <br />in the 1986 Annual Report. <br />In summary, we maintain that the reclamation plan as submitted and <br />approved continues to be suitable, and we are satisfied that no modification <br />is called for at the present time. <br />Sincerely, <br />l,/I~ <br />Charles L.
