The problems were: <br />1. Noxious weeds within the affected area <br />2. An inadequate reclamation bond amount <br />3. Russian Olive trees required in the approved Reclamation Plan for this site <br />United Companies agrees that a Technical Revision to the approved Reclamation Plan <br />will be the best way to handle both Items 1 and 3. <br />A weed control plan for the site has been developed. Mr. Webb Callicutt, the Coordinator <br />of the Delta County Weed Program was contacted and asked to help develop a weed <br />control program for the site. His response is attached to this letter. I obtained the brochure <br />that he mentioned in his letter (Noxious Weed Management) and am attaching it to this <br />letter. The weed control recommendations are brief for Canada Thistle and Yellow <br />Toadflax. Ox-eye Daisy is not included in this brochure. I did some searching on the <br />Internet and found the Colorado Natural Areas Program 2000 site. This program is a joint <br />effort between Colorado State Parks and the Division of Plant Industry. At this site was <br />an excellent Cool for developing a weed management plan. Creating a Weed Mana eg ment <br />Plan: A Handbook for Owners and Managers of Lands with Natural Values. I excerpted <br />the "Weed Management Plan Outline for Small Properties" template and used it as the <br />basis for the plan that I am submitting for the Paonia site. <br />United Companies recognizes that Russian Olive trees have become a noxious species in <br />western Colorado. We would be glad to plant cottonwood or other acceptable species <br />instead of the Russian Olive that were approved in the Reclamation Plan. Will a <br />cottonwood species be an acceptable substitute for the Russian Olive? <br />Please review the proposed Weed Management Plan. It is intended to be flexible and <br />hopefully effective for controlling noxious weed species at the site. I will schedule a joint <br />
