(Tri-State), is the parent <br /> company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br /> L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting minor revision 220 <br /> (MR-220) to Permit No. C-1981-019. <br /> On May 5, 2020, the Division issued Colowyo Midterm No. 8 review for Permit No. C- <br /> 1981-019. The midterm review provided an overview and history of Colowyo's mining <br /> operations, and revised permitting actions that have occurred since Colowyo's last permit <br /> renewal was issued. The midterm review also contained a revised reclamation cost estimate for <br /> Colowyo's worst case scenario for the West, East and South Taylor Pits, and the Collom <br /> cumulative bond schedule (Exhibit 13C). <br /> Pursuant to Rule 2.08.3, the Division can require revisions or additional information <br /> through a midterm review. The Division has noted several items that have been noted to be <br /> addressed in the permit to mine. The Division has requested that these items by addressed by <br /> July 3, 2020, and the submittal of MR-220 complies with this request. The items the Division <br /> noted are provided below, and included with each item is a response on how the item was <br /> addressed. <br /> Rule 2.01 —General Requirements <br /> 1. Please update the total permit area referenced in Section 2.01.E for Volume 1. <br /> Response: The total permit area reference in Section 2.01.6 has been removed from the <br /> permit as the total acreage for the permit is found in Volume 16, Exhibit 1 Item 13. <br /> Rule 2.04.11 —Fish and Wildlife Resource Information <br /> 2. During the construction of the Collom Haul Road, it was observed during inspections <br /> that active raptor nesting occurred near the intersection of the Collom Haul and County <br /> Road 51.
