The LBA falls within the current Foidel Creek Mine Permit Area and includes <br />approximately 640 acres and 4.12 million tons of recoverable coal. Initial development, including <br />development and placement of long-term support for a 3 -entry rock -slope access, development of up to <br />six sets of gate -roads and bleeder entries to support future longwall development, and related ancillary <br />activities, including underground dewatering activities and extension of mine ventilation and support <br />systems, was approved and the related work completed under TR13-83. Subsequent development, <br />mining, and related activities for the controlled fee, State, and Federal reserves, including a Federal <br />Coal Lease Modification, were approved and are ongoing under PR14-10 and PR15-11. The requested <br />Permit Revision addresses development and mining of all or portions of four longwall panels (the 1 - <br />East through 4 -East Longwall Panels) as part of the overall Wolf Creek Reserve mine plan. <br />The proposed plan modification is a logical extension of the current ongoing development and mining <br />operations and is necessary to facilitate ongoing mining operations for the Foidel Creek Mine and to <br />maximize recovery of the economically recoverable coal reserves and optimize the mine development <br />sequence and mining operations in the Wolf Creek Coal Seam. Activities under the proposed mine <br />plan modification will include underground continuous -miner development of main and sub -main <br />entries, gate -roads, and bleeder entries; longwall mining operations; and related ancillary activities. <br />This phase of the Wolf Creek operations will not require construction of any new surface facilities, <br />however, longwall mining operations will result in controlled incremental subsidence of overlying <br />areas, including areas which have previously been subsided by recent mining operations in the Wadge <br />Coal Seam as well as limited areas which have not been previously subsided. <br />TC has previously mined the Wadge Coal Seam in Panels 3RT through IORT in the Eastern Mining <br />District (EMD), and 12RT through 24RT in the Northern Mining District (NMD). Mining operations <br />are ongoing in the Wolf Creek Coal Seam in Panels 9 -East through 4 -East, with future plans to mine <br />the 1 -East through 4 -East Panels, and the 11 -East through 14 -East Panels. The Wolf Creek reserves, <br />which would be developed under this proposed Permit Revision, are approximately 150 feet below the <br />Wadge Seam, and underlie Panels 7RT through 17RT in the EMD and Panels 18RT though 21RT in <br />the NMD. Both continuous -miner development and longwall mining will utilize the same equipment <br />
