and methods that have been used for historic and ongoing mining in the Wadge and Wolf Creek <br />Seams, and existing mine dewatering and ventilation systems will be used to support the proposed <br />development and mining operations, with some expansion and modifications of the underground <br />components. <br />The coal reserves in T5N, R86W, Sections 13, 14, 22, 23, and 24, which would be developed and <br />mined under this plan modification are Federal coal reserves for which TC filed a Lease by <br />Application with the Bureau of Land Management (BLM) on April 5, 2017. The BLM has completed <br />an Environmental Assessment (EA) of the proposed leasing action, with publication of the Federal <br />Register Notice and Notice of Availability of the EA anticipated in November 2018. Given this status <br />and timing, TC anticipates that a lease sale would be held, and the coal lease issued in second quarter <br />2019. <br />TC has existing subsidence agreement(s) with the owner (Yampa Valley Electric Association) of the <br />powerline which crosses through the southern portion of the Wolf Creek Reserve, with Routt County <br />for the portion of Routt County Road 33 potentially effected, and with the Union Pacific (UP) for <br />affected segments of the Energy Spur track. Surface owners for the subject reserve area are Sage <br />Creek Land and Reserves (a TC affiliate), the State of Colorado, and Wayne Hays, with existing <br />leases/agreements in place for affected surface areas not directly owned by TC. <br />This submittal includes revised PAP text and supporting materials, as identified by the attached <br />Summary of Revisions/Additions, and the required Public Notice. Included with the text revisions are <br />additional related pages from prior revisions where minor formatting edits (missing or additional <br />commas and spaces, or misspelled words) were identified during the review/revision process and have <br />been corrected. Please note that since this Permit Revision application only addresses underground <br />development and longwall mining, and the only associated surface disturbance will be incremental <br />subsidence of previously subsided areas, there are no associated impacts on reclamation liability, and <br />no bonding calculations are being submitted with this application package.
