The letter writer infers that using a disc
(harrow)to control weeds has mixed `the overburden and topsoil layers'. The disc harrow
is a soil conditioning type of farm equipment used to prepare top soils. Its reach is 4 to 6
inches soil depth, not near enough to mix or reach overburden. Martin Marietta Materials
removed tens of thousands of tons of top soils(see September 26,2017 email from James
Sham, included)and never replaced it. The large rock and debris are from 3 prior
reclamation attempts, and have in my opinion done irreparable damage to all tillable
areas, making any agricultural activity unsafe to the operator and equipment.
Tim Iv SO&, '
