Mr. Otten and I have made significant
progress on addressing the adequacy issues identified in your letter of February 8, 2017. We are
committed to working with you and the DRMS in completing this revision and appreciate your efforts
in this regard. Our current date for the DRMS decision regarding TR-03 is June 26,2017.
This letter provides Central City Consolidated Mining Company's ("CCMC") efforts made to address
the specificity of the requests from the DRMS regarding the zoning conformance of the building and
the use permitting with the City of Black Hawk. In order to continue the work necessary to address
the adequacy issues of the Technical Revision (TR-03) and to allow for the local permitting
process to take its course, CCMC requests an additional one hundred and twenty (120)day
extension to the decision date, to allow for the work necessary to provide the DRMS with the
specific answers and language requested.
Adequacy Issue 1 —Zoning Conformance
On February 20, Vince Harris of Baseline Corp. ("Baseline"),provided a detailed response to the
DRMS and CCMC's request for confirmation of zoning conformance for the Golden Gilpin mill
structures.
On March 16,Peter Palombo of Tripod Geometrics performed a site survey. The Improvement
Location Certificate ("ILC")was completed in draft on April 14. After review and discussion, the ILC
was forwarded on to Baseline on April 25.
Julie Esterl of Baseline provided a response on May 10 stating "The City of Black Hawk is ... not
opposed to the buildings remaining." Affirmation that the property is eligible for local historic
landmark designation was also provided. This email is attached as Exhibit K.
Vince Hams of Baseline provided additional clarifications in response to our questions regarding the
response of May 10. This email of May 11 is attached as Exhibit L.
1 of 3
