Bates-Hunter TR-03 Ext 2 6/20/2017 <br /> Following conflicts in schedule between Baseline and Matt Collins, a meeting was held on June 8 at <br /> Baseline's Golden office. This meeting provided the guidance and pathway towards obtaining both <br /> local historic landmark designation and for a Special Review Use ("SRU")permit from the City of <br /> Black Hawk. Baseline requested a new Land Development Application submittal from CCMC for the <br /> use of the property as a mining(milling)facility to comply with changes in the zoning regulations since <br /> the issuance of the DRMS permit. A Development Review Committee hearing for the City of Black <br /> Hawk is the first step in the SRU process. CCMC is on the docket for the next available hearing on <br /> July 12,2017. <br /> On June 20, a Land Development Application was submitted to the City of Black Hawk for the Golden <br /> Gilpin Mill. It is CCMC's understanding that no Special Review Use permits of this nature have ever <br /> been processed by the City of Black Hawk and/or Baseline. Initial estimates for the complete process <br /> of acquiring and SRU are 90 days. At this time, CCMC requests an additional 120-day extension <br /> for the decision on TR-03 to allow for the SRU process to take place. <br /> Adequacy Issue 2—Historic Designation <br /> In our letter of January 24, CCMC requested that the DBMS communicate directly with the State <br /> Historic Preservation Office ("SHPO")regarding the inclusion by definition of the Golden Gilpin Mill <br /> in the Central City-Black Hawk National Historic Landmark and provided the contact information for <br /> the SHPO. An email was sent to you on April 26 inquiring as to your communication with the SHPO. <br /> No response was received. At this time, CCMC is unable to provide any additional information <br /> regarding the SHPO's interpretation as to the inclusion of the Golden Gilpin Mill in the landmark. This <br /> communication may only occur directly between the DRMS and the SHPO. CCMC requests <br /> extension to the decision date to allow for this communication to transpire. <br /> At the Development Review Committee hearing on July 12, CCMC will be discussing the local <br /> designation of the property as a historic landmark. Per discussion with Baseline, the application for <br /> such designation would then follow, subject to the Committee's attitude toward the project. CCMC <br /> requests extension to the decision date to allow for the Committee hearing to occur and for the <br /> subsequent submittal of an application for local historic designation to supplement the inclusion <br /> by definition within the National Landmark. <br /> Adequacy Issue 3—Special Review Use Permit <br /> As stated in the information above,the current date for the initial meeting with the City of Black Hawk <br /> Development Review Committee is scheduled for July 12. This hearing will then set the course for the <br /> subsequent appearance before the Board of Aldermen to decide upon the SRU. The application for <br /> the SRU has been filed and CCMC requests an extension to the decision date for TR-03 to allow <br /> for the City of Black Hawk and CCMC to complete this process. <br /> CCMC requests an additional one hundred and twenty(120) day extension to the decision date <br /> for this technical revision to allow all possible work to preserve the historic Golden Gilpin mill to <br /> transpire. <br /> 2of3 <br />
