G-1996-083) through a "routine" technicat revision application (TIR-110). lBowiie <br />BILIM. appears to be proposing to construct what amounts to an oit irefiinery and possiiblly a new <br />power plant. Bowie's Iproposall its to construct. a coal) gasification facility on iits Bowie INo.. 2 <br />coat mine site.. <br />As stated in the company's application, the facility, known as a 1DAX101V1 Plant," "wilt be <br />used to convert coat mine waste to synthetic gas which its then used either to generate <br />electricat power or diesel/fuel) oil.."'The project proposal) envisions five coat gasification units <br />operating 24 hours a day, and each capable of processing of 72 tons per day of coat mine <br />waste.. The plant wound be built where the Bowie #2 IMiine's clean coat stoclkpille resides, <br />after that stockpile is depleted. <br />Such a facility would represent a drannatic change within lBowiie's permit boundary, <br />potentially turniing a coat miming operation into a hydrocarbon refinery facility. A refinery is a <br />very intensive, coirnplicated, risky endeavoir and at the end of the day iit's a very different <br />operation from coat mining. This its INOT a Technical) Revision.
