269 31 Road
Grand Junction, CO 81503
December 15, 2016
Division of Reclamation Mining & Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Subject: Permit #M2016-050, C Road Pits Grand Junction, Colorado
To Whom It May Concern:
RECEIVED
1/DEC 2 0 2016
AIM5ION OF RECLAMATION
MINING AND SAFETY
r
We are writing to oppose the approval of the subject permit. Parkerson Construction already has one
gravel pit operating in this residential/agriculture zoned neighborhood with a permit that allows for 100
gravel trucks per day. This area cannot accommodate a second gravel pit while the current gravel pit is
still operational. The existing infrastructure is not designed to accommodate 100 gravel trucks per day,
never mind a second gravel pit in this area. Trucks coming from the gravel pit have only 1 Y miles of
road access that leads to any major connections (C Road and 31 Road). This 1 Y mile stretch of road
currently has major cracks across the asphalt approximately every 30-50 feet. Furthermore, this 1 %
miles is located in a residential/agriculture area.
There is a wildlife refuge area right next to this property as well. We walk in this area every day and
have the pleasure of seeing deer, fox, ducks, and geese to name a few. Construction of a gravel pit with
an asphalt plant and a cement plant will destroy the minimal amount of wildlife habitat that is currently
located here. Parkerson Construction has already submitted county applications and in case you
weren't aware, they are asking to construct an asphalt plant as well as a cement plant on this location as
well. They also want to increase the amount of trucks per day from 100 to 400. Our home is located on
31 Road, which is where the majority of the gravel trucks travel on a daily basis. Additionally, the gravel
truck drivers constantly violate the terms of the current conditional use permit and we cannot get any
county entity to enforce the current terms. if this gets approved, there will be gravel trucks, asphalt
trucks, and cement trucks traveling in this limited amount of space as well.
When we saw the sign posted regarding the permit for yet another gravel pit in the same area, we were
absolutely horrifredl I We have made numerous attempts with both Parkerson Construction and Mesa
County officials to get some of the gravel truck traffic diverted to other areas, to have the speed limits
lowered, and to have police officers patrol this area for speeders. Trucks also operate without covering
their loads and before and after posted hours of business operations. However, all of our attempts and
efforts have been in vain.
We have new young families with small children moving into our neighborhood and we're afraid that it
is just a matter of time before something terrible happens. Futhermore, the peace and tranquility that
our neighborhood once offered has been completed diminished. You can't even have conversation on
your porch without having to outshout the noise from all of the gravel trucks traveling on 31 Road. The
trucks travel way too fast and will be unable to stop in the event a child runs out into the road. They
also spill tremendous amounts of gravel on the roads that does not get cleaned up. We are completely
