(Tri-State),is the parent <br /> company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br /> L.P. (Colowyo). Therefore,Tri-State on behalf of Colowyo is submitting technical revision 02 <br /> (TR-02). Colowyo operates the Neilson Pit under Permit No. M-2007-026. <br /> On May 11,2016 you inspected the Neilson Pit with Mr. Tony Tennyson. Per your <br /> inspection report it was noted that a bond recalculation was deemed necessary and requested data <br /> was to be provided to you by July 29,2016. In your May 31, 2016 inspection report it was noted <br /> that Colowyo need to provide current slope lengths and grades, drill and blasting requirements <br /> (hole size, dimensions, and equipment),haul/push distances for grading, stockpile volumes, <br /> pounds of pure live seed (PI.S)per acre of each species. Tri-State requested an extension to the <br /> July 29,2016 deadline to prepare a new post-mine topography(PMT) for the Neilson Pit,which <br /> you approved in your August 3, 2016 letter. <br /> Enclosed please find materials for TR-02, which proposes a modified PMT for the <br /> Neilson Pit. A revised PMT allows for a more accurate calculation for the bond recalculation <br /> items previously requested to be provided. <br /> Per your phone conversation on August 30, 2016 with Mr. Tennyson, below please find <br /> the required information for the bond recalculation. To support the materials listed below,a map <br /> has also been included under this cover letter.
