Box 529
Lyons, CO 80540
RE: Lyons Quarry; DRMS File No. M-1977-208; Technical Revision No. 15; Adequacy
Review No. 2
Dear Mr. Whitehead,
The Division has identified several other comments and questions that must be addressed prior to
the Division's decision due date. Please be advised that if you are unable to satisfactorily
address any concerns identified in this review before the decision date, it will be your
responsibility to request an extension of the review period. If there are outstanding issues
that have not been adequately addressed prior to the end of the review period, and no
extension has been requested, the Division will deny this application.
1. The Division has reviewed the proposed sampling plan which calls for collecting one
composite baseline sample and one composite representative sample. The Division will
require the collection of additional composite samples following the installation of the lime
and carbon systems. The additional samples are necessary to ensure that any variations in the
production of cement are captured. In addition to what the Applicant has proposed, the
Division will require the following:
a) Two additional composite samples to be collected within the first two weeks the cement
kiln operates with the newly added lime and carbon systems. A single composite sample
shall consist of four grab samples collected every 15 minutes. The samples shall be
analyzed for TCLP Metals (EPA Method 1311), Total Metals as listed in Table 1 of the
CDPHE, Regulation 41 —The Basic Standards of Groundwater(analytes omitted from
analysis include; asbestos, cyanide, nitrite, nitrate, and total nitrite and nitrate). In
addition, a Paste pH test shall be conducted.
2. The proposed sampling plan does not specify when the analytical data will be provided to the
Division. The cement kiln must be operated in order to collect samples. Therefore, it is
imperative the Division receive the analytical data in an expedited manner in order to limit
the amount of CKD which is generated before the Division authorizes the placement of the
'oF cot
. o,.
yV> ar, \Opt
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us * q,ay */
John W. l-hckenlooper, Governor I Mike King, Executive Director I Virginia Brannon, Director * 18 i '
