Box 529 <br /> Lyons, CO 80540 <br /> RE: Lyons Quarry; DRMS File No. M-1977-208; Technical Revision No. 15; Adequacy <br /> Review No. 2 <br /> Dear Mr. Whitehead, <br /> The Division has identified several other comments and questions that must be addressed prior to <br /> the Division's decision due date. Please be advised that if you are unable to satisfactorily <br /> address any concerns identified in this review before the decision date, it will be your <br /> responsibility to request an extension of the review period. If there are outstanding issues <br /> that have not been adequately addressed prior to the end of the review period, and no <br /> extension has been requested,the Division will deny this application. <br /> 1. The Division has reviewed the proposed sampling plan which calls for collecting one <br /> composite baseline sample and one composite representative sample. The Division will <br /> require the collection of additional composite samples following the installation of the lime <br /> and carbon systems. The additional samples are necessary to ensure that any variations in the <br /> production of cement are captured. In addition to what the Applicant has proposed, the <br /> Division will require the following: <br /> a) Two additional composite samples to be collected within the first two weeks the cement <br /> kiln operates with the newly added lime and carbon systems. A single composite sample <br /> shall consist of four grab samples collected every 15 minutes. The samples shall be <br /> analyzed for TCLP Metals (EPA Method 1311), Total Metals as listed in Table 1 of the <br /> CDPHE, Regulation 41 —The Basic Standards of Groundwater(analytes omitted from <br /> analysis include; asbestos, cyanide, nitrite, nitrate, and total nitrite and nitrate). In <br /> addition, a Paste pH test shall be conducted. <br /> 2. The proposed sampling plan does not specify when the analytical data will be provided to the <br /> Division. The cement kiln must be operated in order to collect samples.
