The plan was also the subject of extensive negotiations <br />with the OSM as an oversight controversy, with potential federal enforcement implications. <br />All of this occurred in response to, and we thought with the result of satisfying, the Morgan /Turner complaints <br />and demands. <br />Any adjustments to the approved plan will require a Technical Revision at a minimum, including NRCS <br />consultation and likely OSM advisement. <br />Mining related reclamation outside the approved permit area will likewise need to be addressed with proper <br />permitting.
