10/23/2014 State.co.us Executive Branch Mail -RE: New Horizon Mine Permit No C- 1981 -008 -A Zone Topsoil Replacement -Morgan's Property
included within the permit.
Please advise if I am misunderstanding anything.
David
On Mon, Oct 20, 2014 at 1:05 PM, Tennyson, Tony <ttennyson @tristategt.org> wrote:
Dave,
On behalf of the New Horizon Mine (Permit No. C- 1981 -008), Tri -State Generation and Transmission
Association, Inc. (Tri- State) would like to request concurrence from the Division on final placement of "A" Zone
topsoil on the Morgan's property.
The New Horizon Mine has approximately 10,000 cubic yards of "A" Zone topsoil that needs to be redistributed
on the Morgan's property. The New Horizon management team has been engaged with the Morgan's on the final
location of this material on their property. It was determined that the best location would be on the west road on
the west side of the Morgan's property. This road was a temporary road that was constructed outside the permit
boundary until the BB County Road could be reconstructed after mining ceased.
This issue at hand for Tri -State is the material will have to be placed outside an approved permit boundary. The
topsoil was originally stripped from the Morgan's property inside the permit boundary. Tri-State and the Morgan's
would like to locate this material to the temporary road, outside the permit boundary, to finalize reclamation
efforts on the Morgan's property.
Tri -State would like to request concurrence from the Division that this topsoil, at the request of the landowner,
can be utilized to reclaim a road outside the permit boundary. If you have any further questions or just require
additional information please feel free to contact me at your convenience.
