Please be advised that if you are unable to satisfactorily <br />address any concerns identified in this review before the decision date, it will be your <br />responsibility to request an extension of the review period. If there are outstanding issues <br />that have not been adequately addressed prior to the end of the review period, and no <br />extension has been requested, the Division will deny this application. <br />1. The Applicant has not indicated how the specified seed mix will be applied to the reclaimed <br />area. Please specify how the seed will be applied, i.e. drill seeding, broadcast seeding, <br />hydroseeding. The Division recommends drill seeding the site. <br />2. The Applicant has stated that mulch will be applied to the reclaimed site. Please specify the <br />type of mulch to be used and the application rate. The Division recommends applying hay <br />mulch at a rate of 2 tons /acre. <br />The Applicant has stated topsoil may be imported for use during final reclamation of the site. <br />If topsoil will be imported, then you must specify how much topsoil will be imported. In <br />addition, you must submit an affidavit certifying that all imported material is clean and inert <br />as required by Rule 3.1.5(9). Finally, if the Reclamation Plan specifies topsoil will be <br />imported, then the Division must include this cost in the financial warranty calculation. <br />Please note that the Division does not require an Operator to import topsoil if there is a <br />limited amount available for salvage; however, all available topsoil must be salvaged and <br />replaced. Please respond. <br />4. The Applicant has stated a fence will be erected for 270 degrees around the trench.
